Mother Granted Visitation Rights after Reported Abuse
After failing to protect her daughter against a severe beating, a St. Charles woman considers herself lucky to be granted supervised visitation rights.
According to police reports Cathleen Koch, 28, was charged with obstruction of justice and aggravated battery for beating her daughter, then 23-months old. Her former boyfriend has also been accused of striking the young child, but the authorities are focusing on the fact that Koch failed to protect her child. As a result, the young girl now suffers from brain damage.
Kane County Judge Timothy Sheldon granted Koch just one hour per week with her daughter. During these visits, Koch will be accompanied by a guardian appointed by the Illinois Department of Children and Family Services. Although she did get initial approval, it must be signed off by the DCF and another judge before it becomes official.
